The National Assembly has invited public views on the Constitution of Kenya (Amendment) Bill No. 4 of 2025.
In a notice in the local dailies on Tuesday, April 22, National Assembly Clerk Samuel Njoroge listed the proposed amendments, which affect the National Government Constituencies Development Fund (NG-CDF), the Senate Oversight Fund, and the National Government Affirmative Action Fund (NG-AAF).
Public participation forums will be held across the country from May 5 to 7.
“It’s further notified that written representations on the Bill may be submitted at the venues indicated above during the public hearings and to the 290 constituency offices,” stated Njoroge.
The Bill, sponsored by MPs Samuel Chepkong’a (Ainabkoi) and Otiende Amollo (Rarieda), seeks to entrench the three funds into the Constitution.
The proposed amendment to the NGCDF seeks to ensure equitable access to national government functions across constituencies and to promote public participation in identifying and implementing priority national government programs.
The Senate Oversight Fund provision, on the other hand, is intended to strengthen the Senate’s oversight capacity and increase its financial resources.
Meanwhile, amendments to NGAAF are designed to improve the government’s affirmative action initiatives.
Members of the public and stakeholders have been urged to attend the hearings, make oral submissions, or send written memoranda.
All written submissions must be received by the Clerk of the National Assembly before June 10.
