A young civic activist has sparked public outcry after accusing Kenya Kwanza leaders and Parliament of enabling corruption through the 2025 Finance Bill.

Sophie Mugure, speaking during a recent forum dubbed the people’s court, delivered a blunt critique of the government’s spending priorities and oversight failures, drawing wide attention online.

“Legislators cannot oversight this government because they themselves are not a good example. In fact, they enable budgeted corruption in the Finance Bill so that they can benefit themselves,” said Mugure, as the crowd cheered.

Mugure cited the approval of KSh600 million to the Kenya Revenue Authority for system upgrades meant to access private M-Pesa and bank transactions, claiming it passed without proper public consultation.

“Tell me why, sir, you MPs have already passed 600 million to the KRA… to be able to access our M-Pesa and bank transactions,” she noted.

She also criticised what she described as the government’s obsession with public relations and regional tours, calling it “Kuzurura Bila Break,” while vital services like radiotherapy at Kenyatta National Hospital remain underfunded.

Mugure accused Deputy President Kithure Kindiki of splashing more than KSh50 million across Mount Kenya in just one month, despite cuts to critical programmes such as the Competency-Based Curriculum, school feeding schemes and Linda Mama maternal health initiative.

“Why is Kindiki going around dishing money… yet you are reducing expenditure in essential services?” she asked.

She also took aim at Budget Committee Chair Kimani Ichung’wah, accusing  Parliament of sidelining public voices.

“Tell me why Kimani Ichung’wah stands in front of us and says bills are passed without public participation and there is nothing we can do about it,” said Mugure.

In her remarks, she challenged legislators to show moral courage if they still served the public.

“If at all you had very good intentions, sir, you would be the first person to put an impeachment motion to take this government home,” she said.

The speech has triggered widespread reactions online, with many praising Mugure’s boldness and calling for deeper scrutiny of public spending.
