EACC Arrests IEBC Staff for Allegedly Forging Academic Credentials, Earning Over KSh 37m Illegally

The Ethics and Anti-Corruption Commission (EACC) has arrested a senior official from the Independent Electoral and Boundaries Commission (IEBC) for unlawfully acquiring her position.

Caroline Sabiri Manyange, the Manager for Boundaries Delimitation, allegedly forged her academic certificates to secure employment with the electoral body on April 4, 2012.

Investigations revealed that Sabiri allegedly fabricated a Master of Arts (Population Studies) degree certificate, falsely claiming it was issued by the University of Nairobi on May 9, 2004.

She subsequently used this forged document to obtain a promotion at IEBC, resulting in a cumulative salary and benefits exceeding KSh 37 million, which constitutes a fraudulent acquisition of public property.

The arrest followed the Director of Public Prosecutions (DPP) agreeing with EACC’s recommendation to charge her with forgery, in violation of section 345 as read with section 349 of the Penal Code, as well as uttering a false document, contrary to section 353 of the Penal Code.

In addition to the criminal charges, the EACC plans to file civil proceedings to recover the over KSh 37 million in salaries and benefits earned based on her fraudulent academic qualifications.

EACC spokesperson Eric Ngumbi confirmed that Sabiri was arrested at her home in Nairobi West and taken to EACC Integrity Centre Police Station for processing before her arraignment at the Milimani Anti-Corruption Court on Monday, October 14.
